Hi-Vis Vest Standards Explained: ANSI Class 1, 2, and 3

High-visibility clothing is federally required for a wide range of outdoor work roles in the United States. The standard that governs it is ANSI/ISEA 107, which sets minimum requirements for the amount of fluorescent material, the width and placement of retroreflective tape, and the overall design of the garment. Buying a vest that does not meet the required class for your work environment is not just a compliance issue; it is a safety failure.

This guide explains what each class means, who needs which class, and how to verify that a vest actually meets the standard before you rely on it.

The Three Performance Classes

ANSI 107 divides visibility requirements into three classes based on the level of vehicular traffic hazard in your work environment.

Class 1: Low Traffic Environments

Class 1 is the minimum level. It requires at least 217 square inches of fluorescent background material and at least 155 square inches of retroreflective tape arranged in a configuration visible from the front and rear. Class 1 is appropriate for workers who have maximum separation from traffic, meaning they are not close to vehicle travel lanes and vehicles are moving slowly.

Typical Class 1 roles: parking lot attendants, warehouse floor workers, workers in indoor facilities with forklift traffic, delivery drivers in low-speed areas. Class 1 is not appropriate for workers near roadways at any speed.

Class 2: Moderate to High Traffic

Class 2 requires at least 775 square inches of fluorescent background material and at least 201 square inches of retroreflective tape. The reflective tape must be arranged in bands around the torso and on the shoulders, so it defines the human form from a greater distance. This is the most commonly required class for road work.

Typical Class 2 roles: highway construction workers with traffic separation, utility workers near roads, airport ground crews, survey crews. If you are within sight of a public road where vehicles move faster than 25 mph, Class 2 is the minimum you should wear.

Class 3: Full High-Hazard Visibility

Class 3 requires at least 1,240 square inches of fluorescent material and at least 310 square inches of retroreflective tape. Critically, Class 3 requires that the garment cover the torso and include sleeves with retroreflective tape, meaning a vest alone cannot achieve Class 3. Class 3 garments are typically jackets, coveralls, or a vest worn in combination with Class 3-rated pants.

Typical Class 3 roles: workers in active traffic lanes, flaggers, emergency road workers at night, workers on high-speed highway projects. Class 3 is also the standard for most roadside emergency response.

How to Read the Label

Every compliant garment must carry a label inside stating the ANSI/ISEA 107 edition it meets, the performance class, and whether it is rated for daytime only or day-night use. The label should also show the manufacturer's name and the garment size.

Look for these elements on the label:

If the label says only "high visibility" or "safety vest" without a class number and ANSI designation, the garment has not been certified and should not be used where ANSI compliance is required.

Fluorescent Color Options

ANSI 107 permits three fluorescent colors: yellow-green (the most common), orange-red, and red. Yellow-green provides the highest daytime visibility under most lighting conditions because it falls in the peak sensitivity range of human vision. Orange-red is more visible in certain industrial lighting environments and is commonly used by hunting-related safety applications. Both are acceptable for all three performance classes.

Retroreflective Tape and Night Visibility

Fluorescent material only works in daylight. After dark or in low-light conditions, visibility depends entirely on retroreflective tape. Retroreflective tape bounces vehicle headlight beams directly back toward the driver, creating the bright appearance. The minimum retroreflectance value for compliant tape is 107 candela per lux per square meter.

Tape degradation is a real concern. Retroreflective tape loses effectiveness when it becomes dirty, creased, or worn. A vest worn daily for twelve months may have tape that is technically intact but reflectively impaired. If your vest tape feels stiff, has visible cracks in the coating, or no longer lights up brightly in a car's headlights from 300 feet, it should be replaced.

Washing and Garment Care

Both fluorescent fabric and retroreflective tape degrade with washing. Most compliant vests are rated for 25 to 50 industrial wash cycles. After that point, the fluorescent dye has faded below certification levels even if the color still looks bright to the eye. Check the garment's wash rating on the label and replace accordingly. Washing in hot water or tumble drying on high accelerates degradation. Follow the care label.

Compliance Checklist

Confirm your vest's class matches your work environment, verify the ANSI/ISEA 107-2020 label is present inside the garment, check tape integrity before every shift in low-light work, and retire the vest when its wash cycle rating is exceeded or tape becomes visibly degraded.

Common Violations to Avoid

OSHA cites ANSI 107 compliance under 29 CFR 1926.201 for highway and construction work. Violations carry per-instance fines, and a failure during a vehicle incident can result in significant employer liability. The cost of a compliant, properly maintained vest is negligible against that risk.
