Lockout/Tagout Kits: What Belongs in a Basic LOTO Kit

Lockout/tagout hardware looks simple: a padlock, a tag, maybe a hasp. That simplicity is exactly why it's so often assembled wrong, with mismatched pieces bought separately over time rather than as a coherent kit built around the actual equipment a crew services. A LOTO kit that's missing the right size of clamp-on breaker lockout or has tags that fade in sunlight within a season isn't a paperwork problem, it's a real gap in the barrier between a worker and stored energy.

The Padlock: Keyed Alike vs. Keyed Different

Every individual authorized to apply a lock needs their own padlock, and standard practice is one lock per person, not shared locks passed between shifts. Keyed-different locks, where no two locks in the facility share a key, give the strongest individual accountability, since only the person who applied the lock can remove it. Keyed-alike sets, where a group of locks share one key pattern, are sometimes used within a single crew for group lockout situations, but they weaken the core promise of lockout, that only the person who applied a lock controls its removal. Most safety programs default to keyed-different unless there's a specific documented reason for a group-alike set.

Non-conductive lock bodies, typically nylon or thermoplastic rather than metal, matter more than they might seem at first glance for any lockout point near live electrical panels, since a metal lock body offers no advantage and adds unnecessary conductive risk in an already hazardous environment.

Lockout Devices: Matching the Hardware to the Equipment

A padlock alone doesn't lock out anything; it needs a device that physically blocks the energy-isolating point, and generic kits often ship with only one or two device types that don't cover a facility's actual equipment mix.

Quick Decision Rule

Walk the equipment first, not the catalog. List every energy-isolating point a crew actually services — breaker types, valve sizes, plug styles — then buy devices matched to that inventory. A generic prepackaged kit is a starting point, not a finished solution, for any facility with more than one type of isolation point.

Tags: The Part People Underrate

A tag communicates who applied the lock, when, and why, to anyone who encounters it, which matters when the person who applied it isn't on site. UV-resistant, tear-resistant tags hold up outdoors and in humid mechanical rooms far longer than plain paper tags, which fade and become illegible within months in direct sun. Write-on tags with a metal grommet and durable tie survive rougher handling than adhesive labels, and a tag that's become blank defeats its own purpose during an audit or an incident review.

Some programs pair every lock with a tag as standard practice even where local rules only require the lock, on the reasoning that a tag adds a layer of communication a bare lock can't provide on its own.

Storage and the Portable Kit

A wall-mounted station near high-traffic equipment keeps the core hardware from walking off and gives every authorized worker a known place to find their assigned lock. For crews that move between sites, such as maintenance techs servicing multiple buildings, a portable pouch-style kit with an assortment of device sizes travels better than trying to carry a wall station's worth of hardware loose in a toolbox. Whichever storage method is used, periodic inspection for cracked lock bodies, bent hasps, and faded tags should be part of routine gear checks, the same way fall protection equipment gets a pre-use inspection before every shift.
